CM calls for transparent administration

ITANAGAR, Aug 08: State Chief Minister Dorjee Khandu has called for a transparent and healthy administration. Terming the administrative officers as the backbone of the government upon whom the reputation of the government is relied on, Khandu exhorted the APCS officers to discharge their duties with utmost sincerity. He was speaking as chief guest on the 12th General Body Conference of Arunachal Pradesh Civil Service Officers Association at Banquet hall this morning.

Khandu while informed the officers about up-gradation of the existing Deputy Resident Commissioners of Guwahati, Shillong and Kolkata to Additional Resident Commissioner, revealed that the cabinet had in principle approved for creation of two new districts of Lower Siang and Longding.

While calling the administrative officers on whose shoulders the responsibility of maintenance of law and order has been shoved on, the chief minister categorically asserted that until and unless a peaceful and congenial atmosphere is created in the state no substantial development in spheres of tourism or industrialization can be possible. Therefore the onus has been put upon the administrative officers to upkeep the peace and tranquility of the state, Khandu further added. He further emphasized to ensure that the Public Distribution System which had been streamlined by his government need to be maintained.Khandu on acknowledging the yeomen service of the APCS officers since the NEFA times said, they have a major role in shaping the state that we live in today. Their unmatched contribution to the state’s development needs no mention, he emphatically said.

Earlier, while responding to several charters of demands through a memorandum, the chief minister assured to look into the grievances.

75% ATs to be recruited from SSA teachers

ITANAGAR, Aug 7: The cabinet has approved that 75% of the vacant posts of ATs of the School Education will be filled up from serving SSA Teachers on the basis of year wise, batch wise, district wise quota through written test competition and viva-voce amongst the SSA teachers only.

25% of the AT posts will be filled by direct recruitment from the candidates having Diploma in Elementary Education (D.E.Ed) for APST and degree and B.Ed. for non-APST through open competitive examination.

It is worth mentioning here that SSA teachers have been time and again demanding their regularization and ATAs demand for incentives for those serving in remote areas have been taken care of by the department headed by the Tater Kipa.

The cabinet approved the recruitment of J/Ts and S/Ts through APPSC and transfer and posting policy of teachers in the initial appointment and posting is fixed for 5 yrs tenure in a particular place. Thereafter 2 yrs tenure in the hard belt areas and 3 yrs in the middle belt areas and 5 yrs in soft belt areas and also cleared Special duty allowance @ 10% of the basic to the teachers working in the hard belt areas.

The cabinet approved that the Director of School Education having qualifying services as per existing RR of 7 years has been relaxed to 5 yrs. Promotion to the Director of School Education, will be from feeder cadre of Joint Director School Education who has served minimum of 5yrs. Tenure in the Jt. Director cadre of School education. In case of deputation, it will be taken from APCS Admin. Grade and IAS Senior time scale grade.The cabinet has also approved renaming of the Govt. Degree College, Nyapin as “ Tadar Taniang Govt. Degree College, Nyapin and also made way for District Adult Education Officer (DAEO) equivalent to HM/VP posts and fixed percentage of their promotion to DDSE/Principal at 10% ratio.

The cabinet has approved enhancement of Rs. 25 per head stipend for Cl-I to Cl-XII for APST only.

Gumin Kiin inaugurated

Aalo, Aug 08: MLA Kito Sora inaugurated the “Gumin Kiin” (Multi-purpose Hall) at Mopin/Solung Ground, Aalo yesterday.

These should come as respite for those celebration committees of Mopin and Solung who spend huge amount of money for construction of Pandal.

The West Siang DC Amjad Tak, IAS inaugurated “Pinku Pinte Leker” (Pond) adjacent to Gumin Kiin.

Sora appealed one all to take care of the building and expressed the happiness that it has come up during his time as a representative of the state. President, Central Mopin Celebration Committee 2009-10 Degam Ete placed three point memorandum which included for fund of security wall, regular water supply at pond and proper drainage.

While responding the memorandum, he assured to construct drainage and also look into construction of security wall. (DIPRO)

Ministers under scanner for alleged anti state activity

ITANAGAR, Aug 8: Arunachal Tribal Students Union has demanded dropping of Civil Supply and Health Minister C C Singpho and Forest Minister Newlai Tingkhatra from the Dorjee Khandu led council of ministers. It said that these ministers gave malafide intention of dividing the state for their vested interests.

While providing signed copies by the ministers asserting their allegiance to Nagas where they stated “that let it be known to all that we are Nagas and we stand for the interest and aspiration of the Naga people and will work to this end”, the Union demanded action by the government and a CBI enquiry.

The undertaking was necessitated to clarify the misunderstanding created within the Nagas because of wild and unfounded allegations against us by certain public leaders saying that we have been indulging in anit-Naga activities and working against the interests of the Naga people, the copy states.

It said that action of the ministers needs to be enquired into by the CBI to unearth the truth before which organization the undertaking was signed.

The union questioned why the state government was sheltering the ministers despite they are working against the interest of the people and the state.

Review of the Legal Framework on Conservation and Sustainable use of Medicinal Plants in Arunachal

ITANAGAR, Aug 8: A consultation workshop on Review of the Legal Framework on Conservation and Sustainable use of Medicinal Plants in Arunachal Pradesh under the GEF-UNDP-GOI funded project on medicinal plants sector was conducted at State Forest Research Institute yesterday at Dr. Verrier Elwin Memorial Hall, SFRI, Itanagar. The workshop was held with objective of review of laws and policies which affect medicinal plants sector in Arunachal Pradesh. This sector is affected by forest laws, land laws and a host of guidelines and procedures followed by the department of Environment & Forests. The project is premised on the fact that medicinal plants sector in Arunachal Pradesh cannot be streamlined and organized until the laws and policies affecting the sector are reviewed for incorporating requisite changes. The workshop was attended by delegates and resource persons from State Forest Research Institute, Botanical Survey of India, Zoological Survey of India, Arunachal Law Academy, Forest Corporation, G. B. Pant Institute, NERIST, Members of Academia and many members from NGOs.

A detailed project profile on the GEF-UDNP-GOI funded project on medicinal plants sector was presented by Hanspriya S. Bhardwaj, Project Coordinator through a PowerPoint presentation. She elaborated the details of the project including physical and financial targets. She enumerated the Globally Significant Medicinal Plants (GSMP) in Arunachal Pradesh which are proposed to be protected by establishment of medicinal plant cultivation areas.

G. N. Sinha, Director, SFRI and Nodal Officer of the GEF-UNDP-GOI funded project through a powerpoint presentation highlighted a detailed account of land laws, forest laws, biodiversity laws, forest policy and other statutory instruments which are impacting the medicinal and aromatic plants sector in Arunachal Pradesh. He also informed the delegates about necessary changes which should be incorporated in the existing laws on forests in Arunachal Pradesh. He stated that current laws on forestry have primary focus on creation of reserve forests, protected forests and village forests. The current laws also deal with the power of the forest officials and procedures to be followed by forest officials in prosecuting forest offenders. The current laws do not have any focus for conservation of biodiversity & medicinal and aromatic plants diversity. He therefore argued for incorporating the inclusion of biodiversity, non-timber forest products and medicinal and aromatic plants within the framework of Assam Forest Regulation, 1891. He also argued for having a separate forest policy for Arunachal Pradesh.

ATA suggests changes in recruitment policy of teachers

ITANAGAR, Aug 08: Arunachal Teachers’ Association while appreciating the Chief Minister and Education Minister for their plan to handover the recruitment of Junior Teacher and Senior Teacher to the Arunachal Pradesh Public Service Commission (APPSC) suggested various others policies that need to be incorporated in the department.

It called for appointment of Assistant Teacher (A/T) as District Cadre to avoid accumulation of teachers in the Capital Complex, District Headquarters and to stop officiating appointment adding that the large scale officiating appointment of teachers in 2007-08 and subsequent regularization degraded the status of teachers. Therefore respective DDSE and DC of the district be made as appointing authority and Directorate School Education may allow to maintain seniority list, it added.

It further appealed to call back all officiating appointed Vice Principals and Headmasters and promote the senior most teachers as per seniority list maintained at the Directorate. It also said that the authority should maintain time period of 10 years for candidate direct entry to the senior teacher, 7 years for candidate promoted from Junior Teacher to Senior Teacher and 5 years for candidate promoted from Assistant Teacher to Junior Teacher.

It also said that at Present direct entry APST Senior Teacher get promotion to Headmaster/Vice Principal after 5 years to 6 years service whereas APST Junior Teacher promoted to the same post only after 22 years to 24 years of services. ATA further appreciating the Minister Education for upgradation of various schools of State appealed for creation of post for Senior Teacher, Principal and headmaster/Vice-Principal.

Regarding the shortage of PCM (Physics, Chemistry and Mathematics) teacher it suggested to promote the Non-APST working teacher having master degree in respective subjects by one time relaxing the Recruitment Rule (RR).

It further suggested that teachers from South India maybe recruited after tying up with the Directorate of School Education or Public Service Commission of the concerned states.

Meanwhile, ATA suggested the concern authority to consider subjects study in B. Ed. like teaching Methodology and Child Psychology to be the one of paper for recruitment of teachers.

NCP reacts to Rao statement

ITANAGAR, Aug 08: Responding to the press statement by Chandra Sekhar Rao, BJP National General Secretary and North East In-charge Nationalist Congress Party on ‘NCP in Arunachal Pradesh is neither controlled by Sharad Pawar nor by PA Sangma but by ruling party’. NCP said that the state NCP unit never expects such allegation from the senior BJP leader.It is an unfortunate and desperate attempts to hide their party’s weak performances in the last parliamentary election, said NCP.

It further clarified that NCP is a distinct Political Party in the country and the question of indirect and direct links with the ruling Congress in the state, doesn't arise, though the NCP is a constituent of the Congress led United Progressive Alliance.

The state NCP unit is not part of the ruling Indian National Congress in the state, it said.

The state NCP unit is seriously making an exercise to strengthen party organization at all level unlike other Political Parties in the state. The party is firm on its party ideology and policy, it said while reiterating to go alone in the up-coming Assembly Election.

Student’s union appeals

ITANAGAR, Aug 08: Students' Union Donyi-Polo Government College Kamki (SUDPGCK) appealed to the people of 31 Aalo East Constituency not to encourage candidates and their workers who are campaigning on the basis of regionalism and communalism.

The union further alleged that some political leaders of the said constituency are campaigning against the opponent candidate with unfair intentions.

The union urged the authority concerned to take strong measures to prevent such propaganda which creates hatred amongst the people. Such illegal campaign is a threat to the peace and security of the people, said its general secretary Dakto Lollen.

Nekam leaves for Bangalore to undergo advance karate training

ITANAGAR, Aug 8: Talum Moya Nekam of Arunachal Pradesh, who is one of the 19-member National team for the 6th World Shito-Ryu Karate Championship 2009 to be held at Beijing, China this month, left here today for Bangalore to undergo five days advance training under the guidance of National coach Sensei R Ganesh. Nekam will fly to Beijing on August 16 along with other team members.

While informing this, Arunachal Shito-Ryu Karate-Do Association Technical Director cum State Coach L Marik and General Secretary Charu Tatung, in a release said that Legislators Nikh Kamin, Takam Sorang, Kipa Babu, Minister Tanga Byaling, Engineer Tassar Taro and Dr. M Etter have consented to sponsor Nekam for the Beijing trip.

SSC, Rising Boys win in Abotani Cup

NAHARALGUN, Aug 8: Sood Sports Club (SSC) and Rising Boys FC registered win over Darko Sports Club and Nyokum Lapang FC respectively in their league level matches of the 3rd Abotani Cup Football Tournament at Rajiv Gandhi Stadium here this afternoon.

While SSC beat Darko Sports Club by a margin of one goal Rising Boys FC trounced Nyokum Lapang 4-0.

Sorang Talo (9 min.), Khoda Baken (45, 58min) and Takam Tagru (49 min.) were the scorer for Rsing Boys FC. For SSC, the lone goal which became winner of the match was scored by Taba Mosi.

Pre-test census training

ITANAGAR, Aug 08: The Final round of Census of India (pre-test) 2011 training concluded on August 7 at Chandni Hotel, Naharlagun, which was attended by 18 enumerators and 3 supervisors.

Assistant Deputy Director Census operation B Sohtun and his senior technical Officer R. K. Manisana dealt in detail about the importance of' pre-test census operation to the Enumerators, Supervisors.

Earlier the first phase was held from June 28-July 7 and 2nd phase Housing census begun from July 11- Aug 5 completed successfully with the dedicated works of supervisors, enumerators and active cooperation extended by officers and officials of Director of Census operation government of Arunachal Shillong.

The 3rd and the final phase census for national population register (NPR) will be carried out from August 8 to 18.

While chairing the training process Charge officer census Papum Pare District C Chukhu appreciated the enumerators, supervisors, and the officers and officials of Director of census operation for their whole hearted efforts in completing the first and second phases in time and directed all the enumerators to obtain fact and true information from the respondent. However he cautioned against proxy information as it would not serve the purpose of intended census.

Further he appealed all citizen of Itanagar where census is being carried out to cooperate with the Enumerators and supervisor during enumeration phases and to give accurate information.

NABARD release Rs. 391.90 Lakh under Agriculture Debt Waiver and Debt Relief Scheme

ITANAGAR, Aug 8: NABARD has released Rs.195.15 Lakh and Rs.196.75 Lakh to Arunachal Pradesh Rural Bank (APRB) and Arunachal State Co-operative Apex Bank Limited (APSCAB) respectively towards Debt Waiver for Small and Marginal Farmers.

After the Debt Waiver, the credit channel which was blocked got open. This will help to avail fresh loans for small and marginal farmers as the credit channels were blocked due to high level of overdues.

Government of India implemented Agriculture Debt Waiver and Debt Relief Scheme-2008 which was announced in the Union Budget of 2008-09. The scheme aims at extending waiver and relief to various categories of farmers for the Direct Agricultural (Short Term Production and Investment) loans disbursed by Scheduled Commercial Banks, Urban Co-operative Banks, Local Area Banks, Regional Rural Banks and Co-operative Credit Institutions as per prescribed dates of GOI. The Scheme is being implemented all over the country. Under the Scheme, Farmers were classified into Marginal (A Farmer cultivating (as owner or tenant or share cropper) agricultural land up to 1 hectare (2.5 acres), Small (Farmer cultivating (as owner or tenant or share cropper) agricultural land of more than 1 hectare and up to 2 hectares (5 acres) and Others- A farmer cultivating (as owner or tenant or share cropper) agricultural land of more than 2 hectares (5 acres).

Marginal and Small Farmers are given waiver for the entire eligible amount. In case of ‘Other Farmers’ One Time Settlement (OTS) Scheme under which the farmer will be given a rebate of 25 per cent of the eligible amount subject to the condition that the farmer pays the balance of 75 per cent of the eligible amount.

Reserve Bank of India was made the nodal agency for implementation of the Scheme in respect of Scheduled Commercial Banks, Urban Co-operative Banks, Local Area Banks and NABARD was made the nodal agency in respect of Regional Rural Banks and Co-operative Credit Institutions.

Medical camp

ITANAGAR: Leyu Welfare Society, Upper Suabnsiri District is organizing free medical camp at Siyum administrative centre in collaboration with RK Mission Hospital, Itanagar on August 16.

Specialist Doctors from RK Mission, Itanagar, General Hospital Naharlagun and District Hospital Daporijo will attend the camp.

Meanwhile, Minister Social Welfare Women and Child Development Tanga Byaling has consented to attend the camp as Chief Guest.
